Qiu Kai is the founder of Kaige’er Group and the creator of two landmark cultural tourism projects: Tangshan Banquet—a cultural tourism complex, and Hetou Old Street. He currently serves as a deputy to the 14th Hebei Provincial People's Congress and a member of the Entrepreneur Committee of the China Tourism Association.
A practitioner in the revitalization of underutilized assets through cultural tourism, Qiu Kai led the planning and operation of Tangshan Banquet in 2018, transforming a stalled, half-built shopping mall into an urban cultural hub that now welcomes 5.5 million visitors a year. The project pioneered an urban renewal model that regenerates the value of underutilized assets through the integration of culture, tourism, and commerce.
In 2023, he steered the Hetou Old Street project, reviving an antique-style street that had stood idle for over a decade and turning it into an immersive cultural tourism destination drawing more than 10 million visitors annually, over 90% of them out-of-town travelers. By revitalizing traditional culture, unlocking underutilized assets, and energizing urban consumption, the project has demonstrated how “one scenic area can lift the cultural tourism development of an entire city."
In 2026, he became the first in China's cultural tourism industry to introduce the service pledge "Not satisfied? A full refund," driving a transformation of the industry's service standards.
